Live filled a NewMail notice with the mail it was about: the mail ID, the
player, the attachment (LOT -1 without one) and a count of 1, and at load sent
one notice per unread mail. DLU sent one notice with every field 0 and the
unread total as the count. The answer to NotificationRequest names the player
and no mail, with LOT -1 and the unread count, as live's did.

Live pushed a mail NotificationResponse (NewMail, the unread count)
right after the respawn checkpoint in loads where the player had
unread mail, without the client asking (e.g. a new character's first
load: ServerDoneLoadingAllObjects, PlayerReachedRespawnCheckpoint,
NotifyMissionTask, MAIL). DLU had that call commented out, so the
mailbox icon only lit up once the client asked or new mail arrived.
It is sent only when there is unread mail (inferred: the 223 captured
loads without one are loads without unread mail; only 3 of 226 loads
carry it).
Check: send a character mail, log it out and back in without opening
the mailbox: the new-mail indicator shows right after loading; a
character with no unread mail shows none.

Mail sent to someone who is not in the sender's world (system mail with
no address, and all player-to-player mail) now reaches them: the world
sends a MailNotify (Chat::MAIL, unused until now) to the chat server,
which passes it to the world the receiver is in, and that world sends
the client its unread count with a NewMail NotificationResponse.
Receivers in the same world are told directly. Player-to-player mail
did not notify the receiver at all before.
Replaces the TODO in Mail::SendMail.
