ad01e113fc Fix video position jump when dismissing the portrait details panel
Two causes: the drag/dismiss animation targeted the content-area center
(screenHeight/2) while the resting position once the panel flips hidden
is fullScreenHeight/2 - top inset - the player window adds extra bottom
safe area, so the two centers differ and the flip snapped the video by
half that difference. And the hidden-state flip ran on a fixed 0.25s
timer that cut the 0.3-response spring short, snapping the video the
rest of the way. A shared hiddenVideoY is now the target everywhere
(drag interpolation, dismiss animation, swipe-up reveal), and the flip
runs in the spring's completion callback.

Also mark DEBUG os_log output public: without it the console shows
<private> for processes not launched by Xcode (e.g. USB syslog capture).

9c97036684 Make Enable Logging the master switch over all verbose logging
The verbose toggles (MPV, remote control) kept working with the master
"Enable Logging" toggle off: the settings UI hides them, but their
stored values - verboseMPVLogging is even iCloud-synced - were still
honored at runtime, producing console output and enabling the periodic
MPV stats collection while logging appeared disabled.

Enable Logging now takes precedence everywhere:

- LoggingService gates its DEBUG-build OSLog console output on the
master toggle (it previously ran before the isEnabled guard, so the
  Xcode console was never silent)
- MPVLogging requires loggingEnabled && verboseMPVLogging, which also
gates the 10s playback stats task via MPVLogging.verboseEnabled
- rcDebug in LocalNetworkService and RemoteControlCoordinator requires
  the master toggle alongside verboseRemoteControlLogging
